New Land Pool Policy to Create Alternative Markets for Delhi Property Hunters

With the announcement of Land Pool Policy by DDA, property Delhi is going to witness a new chapter of realty development. Under the policy, DDA would be able to vacate 70,000 acre of land acquired from farmers and owners. The land shall be used for creating highly developed residential spaces. Under the plan, about 100 residential projects are expected to come into vogue, and this will, in turn, see the development of about 14 lakh residential units.

Areas like Ghitorni, Chattarpur, Najafgarh, Massodpur, Dwarka, Mehrauli shall see the execution of these projects. Peripheral areas of Rohini and Najafgarh have also come under the ambit of this policy. Most of these regions are largely uninhabitable currently with almost no or little commercialization having taken place. As the plan is brought into action, one will see the transformation of these areas, in the time to come. This would be a good boost for Delhi property market, which has become almost stagnant due to extortionate rates and low demand. With Pool Policy coming into action, a new Land Pooling Cell shall be brought into existence to oversee the execution of this mega project.

 The owners of real estate property in Delhi who shall agree to pool their land shall get 40-60% of the developed land in return. For owners of land above 20 hectares, out of the returned 60% developed land, 40% will have to be used for residential purposes. For the owners contributing to land less than 20 hectares, 43% out of the returned 48% shall have to be used as residential spaces. As the policy comes into action, the land rate in the earmarked villages shall increase substantially. DDA has identified 200 such villages.

The areas marked for development shall act as alternative markets for property Delhi, which is, otherwise, known for its colossal price rates.

The city of Ahmedabad has been ranked second in terms of affordability factor; the city has left metros like Mumbai, Gurgaon, and Delhi far behind in terms of inexpensiveness. Question to Ask your Landlord before you Hire a Flat on Rent

In either case, there are certain important things that need a clear-cut clarification on both the landlord's and your (tenant) part. What are these question? How can you assure that you won't be bothered in future, if he comes to you with some terms that were not earlier aware of? What if he comes up one day and asks to pay xyz charges that you weren't expecting at all ? Let us ponder upon such questions that you need to ask him before shifting in the flat for rent. Please note all of these must be documented in the form of an agreement license, and not merely discussed verbally between you two.

1. Ask for the total monthly rent that you shall pay to your landlord. Know about the charges involved in the total amount. It may happen that the owner does not clarify in the beginning the extra charges he is going to levy. Get to know if the total monthly rental includes other charges like water & electricity bill, maintenance charges, and security charges too. If they are not, confirm what extra would you need to pay him every month?

2. Ask for the ownership documents of the flat on rent. The name of the real owner of the property should be explicitly mentioned in the licensee agreement. If the property is on anyone else's name, ask the landlord to mention the same on the legal document.

3. Just as you, as a tenant, shall be furnishing your identification and job details, ask for the same from landlord too. Cross check his details with the concerned authorities.

4. If you are going to hire flats for rent that have been completed only recently, ask the developers to furnish the completion certificate. Make sure that the property has not been previously sold to anyone else.

5.  Confirm the total amount of deposit to be submitted at the time of moving in and the time after which it shall be paid back to you. Under no circumstances, you can be asked to vacate the flats on rent until you have been paid back the total deposit amount.
